MINUTES OF THE 3rd STATE WORKING COMMITTEE MEETING
AT HOTEL “THE GANGA KINARE”, RISHIKESH, 3RD DECEMBER, 2016 (SATURDAY)

The 3rd State Working Committee Meeting for the year 2015-16 was held, at Hotel “The Ganga Kinare”, Rishikesh on 3rd December, 2016 (Saturday), from 12 noon onwards under the Chairmanship of Dr. Ravinandan Singhal, State President, IMA UA State Branch.

Agenda 1 : Meeting was called to order by Dr. Ravinandan Singhal, State President, IMA UA State Branch.

Agenda 2 : Flag Salutation and IMA Prayer were recited by Dr. P. H. Gupta, Haldwani.

Agenda 3 : Condolence : Dr. D. D. Choudhury informed the house that after the 2nd State Working Committee meeting for the year 2015- 16 held at Roorkee on 11th September, 2016, we lost the following members and their near & dear :

The following condolence resolution was passed in the house : -

We the members of IMA UA State Working Committee convey our deep sense of sorrow on the sad and untimely demise of the above members & member’s near-dear. Pray to the Almighty to grant Eternal peace to the departed souls and mental solace to the bereaved families.” Two minutes silence was observed in memory of the departed souls. The meeting was adjourned for 2 minutes. The house reassembled again and the Agenda were taken in a chronological order.

Agenda 4 : Address by State President : Dr. R. N. Singhal welcomed all the members of the Working Committee and he appreciated the efforts of the organizing committee for holding state conference for the first time in the Rishikesh. He appreciated very good and meticulous arrangements and conveyed his sincere thanks for wonderful hospitality extended to all the delegates. He informed the house that the image of Medical profession is deteriorating day by day and the public are of opinion that there is a nexus between the diagnostic center and practicing doctor and nursing home and with referring doctors. He suggested that if anybody is giving cuts and commission to the referring doctor should be stopped as soon as possible and all the specialty should discuss about this matter very seriously and the same should be circulated among the members.

Agenda 5 : Dr. D. D. Choudhury informed the members that the minutes of the 2nd State Working Committee meeting held at Roorkee, on 11th September, 2016, was circulated well in time and there were few feedbacks and the same was incorporated in the minutes. The minutes were passed unanimously by the house.

Agenda 6 : Action Taken Report : Dr. D. D. Choudhury informed the followings :

All Local branch presidents / Hony. Secretaries & SWC members were informed about the Annual Co

ference to be held in Rishikesh vide letter no. IMA /UA /2015-16/ 2920/167/100, dated:27/ 09/ 2016, the reminder letter of the same was sent to all concerned vide letter no. IMA /UA /2015-16/ 2941/188/100, dated: 27/10/2016.

FDR of IMA Haridwar Branch Oration was made of Rs. 1,00,000/- (rupees one lakh) only 23rd November, 2016.

A letter of representation was given to Member Secretary, Uttarakhand Environment Protection & Pollution Control Board, Dehradun to review of decisions of BMW Rules, 2016 (Section 5 & 15 of EP Act, 1986) and had a meeting with the Member Secretary on 12th September, 2016.

Meeting with Mr. S. Ramaswamy, Chairman, PCB and Additional Chief Secretary, Govt. of Uttarakhand, Mr. Vinod Singhal, Member Secretary, PCB and other PCB officials in Uttarakhand Secretariat on 14th October, 2016. On 28th November, 2016, a delegation of IMA UA State Branch met Mr. S. Ramaswamy, Chief Secretary of Uttarakhand and he directed us to meet Member Secretary, regarding the same matter so that a final meeting can be held sometime in December in his chamber. Accordingly, same delegationMr. Vinod Singhal, Member Secretary, PCB and apprised him of the same and the trouble facing by Doctors of Haridwar and Roorkee and requested him to direct his officials in Haridwar District not to harass the doctors of Haridwar & Roorkee. He immediately rang up concerned officer to withhold the drive of Hospital generated Effluent Biomedical Waste till further order.

Agenda 7: Annual Audited Account, 2015 -16 : Dr. D. D. Choudhury informed the house that the Annual Audited Accounts for the period from 1st April, 2015 to 31st March, 2016, were mailed to all local branch. Presidents/ Hony. Secretaries/ All SWC Members and if anybody has any query can be sought in the house in which members unanimously passed the Annual Audited Accounts.

Agenda 8 : Proposed Budget, 2016 -17 : Dr. D. D. Choudhury proposed budget for the year 1st April, 2016 to 31st March, 2017 in the house, the house after some discussion passed the budget.

Agenda 9 : Annual Report : Dr. D. D. Choudhury placed the Annual Report in the house, after some correction in the obituary it was passed by the house.

Agenda 10 : Invitation for next Annual Conference, Uttaracon- 2017 : Dr. D. D. Choudhury informed the house that a letter was sent to all branches to hold next Annual Conference and till date no letter was received from any branch to hold the conference. He requested IMA Haldwani Branch to organize 16th Annual State Conference as because the next President will be from that branch. Dr. J. S. Khurana informed the members that IMA Haldwani branch will hold the next Annual Conference and all the members in the house conveyed their thanks and greetings to IMA Haldwani branch.

Agenda 11 : To institute a new Oration / Award : Dr. D. D. Choudhury informed the house that he has sent a letter to all local branches for the same and nothing has been received regarding the new Oration / Award. Dr. D. D. Choudhury requested Dr. J. S. Khurana to send Rs. 1,00,000/- as promised by him in Rudrapur conference and he promised to give the amount at an earliest date. Dr. D. D. Choudhury informed the members that IMA Haridwar branch has sent Rs. 1,00,000/- for “IMA Haridwar Oration” and FDR of the same amount was made. This oration will be started from next year.

Agenda 12 : Report of Vice Presidents :

Vice President, Zone I, Dr. B. S. Judge didn’t submit any report in the house.

Vice President, Zone II, Dr. Arvind Sharma informed the house that he has visited Nainital, Almora, Pithoragarh, Bazpur, Jaspur and Haldwani. He said that whenever any problem being faced by the branches of Kumaun region, he tried his best to coordinate with the branch and state office to sort out the problem and he also informed the house that the incident happened at Haldwani & Bazpur, he and Dr. Ravinandan Singhal, immediately rushed to the spot to give moral support and coordination with the government.

Agenda 13 : Report of IMA CGP UA Faculty : Dr. Shailendra Kumar Gupta, Director, CGP informed the house that he could not do much because it took him one year to understand the subject. IMA CGP is doing very good work to propagate continuing medical education in the country for the general physician and the specialty group. CGP conducts various courses and educational trip to foreign countries twice in a year. From Uttaranchal Dr. K. C. Sharma has availed the same. He also informed that under the dynamic leadership of Dr. D. C. Pant, Hony. Secretary, IMA CGP, has conducted State Level CME in Haldwani on 31st July, 2016. It was attended by more than 250 delegates. Dr. S. K. Gupta informed the members that 200 members are required to get recognition for State CGP faculty and requested Dr. D. D. Choudhury Past Dean, IMA CGP to discuss the same with the CGP HQs and to give recognition to IMA UA State Faculty by reducing the strength to 100.

Agenda 14 : Any other matter : Dr. D. D. Choudhury informed the house that :

1. The matter raised by Dr. Ravinandan Singhal regarding cuts and commission, a letter will be sent to all branches to discuss the same so that it can be implemented in the state properly.

2. A meeting for Minimum Standard for CEA was held at Dehradun on 6th November, 2016,Dr. Ajay Khanna, presented the Minimum Standards for the clinics & hospitals and there was a lot of discussion on the same and was decided to have a second and final meeting in Haldwani sometime in the second or third week of December, 2016.

3. The matter of PCB was discussed in threadbare and Dr. D. D. Choudhury requested the members to discuss the same in the branches regarding the implementations of PCB rules and regards ETP / STP in the hospitals.

Dr. Ravinandan Singhal informed Dr. D. D. Choudhury that Dr. R. K. Singhal, Imm. Past President is present in the house but not invited in the Dias. Dr. D. D. Choudhury tendered unconditional apology for such unintentional mistake to Dr. R. K. Singhal and the house. Dr. R. K. Singhal informed the house that the same mistake was committed in the 2nd State Working Committee meeting held at Roorkee, on 11th September, 2016. Again Dr. D. D. Choudhury apologized for the same and requested Dr. R. K. Singhal to come into the Dias and he accepted the invitation.

4. Dr. K. C. Sharma, Editor, IMA UA Academic Journal informed the house that it will be very difficult task to print the journal and requested the state office should fund generously, inDr. D. D. Choudhury informed the house that it will not be possible to give whole amount for the printing of the Journal. He suggested that it will be economically viable if it is made E- Journal and can be uploaded in IMA UA Website and state office can give maximum of Rs. 20,000 /- (rupees twenty thousand) only per year and which was agreed by all.

5. Dr. Ramsubhag Singh Saini, a very dynamic member of IMA Roorkee branch has been given a ticket from BSP to fight election as MLA from Roorkee Constituency. Dr. D. D. Choudhury requested the members to support him whole heartedly and also to support any doctor fighting election in the ensuing Assembly election of Uttarakhand state from any political party, so that our voice can be raised in the Assembly.

Dr. D. D. Choudhury, on behalf of the state branch conveyed sincere gratitude and thanks to the organizing committee of Uttaracon – 2016, all the members of IMA Rishikesh branch and especially Dr. Rajendra Garg, Dr. Hariom Prasad, Dr. R. K. Bhardwaj, Dr. N. B. Srivastava and Dr. K. N. Lakhera for organizing a very memorable conference in Rishikesh and he informed the house that IMA Rishikesh branch will be one of the pillars to help and strengthen the unity of IMA Uttaranchal.

Dr. Ravinandan Singhal, State President, conveyed sincere thanks to all the members for helping him throughout the year of his tenure. He also thanked the organising committee of Uttaracon- 2016 for holding such a wonderful conference.
